From Chatbots to National Security – A Controversial Shift in AI Applications

OpenAI probably does not need an introduction, but for those of us who are not AI specialists, let me refresh your memory. OpenAI is a company that specializes in artificial intelligence research, committed to developing AI and guiding its implementation into society. OpenAI is the company that brought us a host of Generative AI technologies such as ChatGPT, which is an LLM (large language model).

In short, AI generators can produce things such as texts, images, codes, videos, audio, and more when prompted to do so by humans.This is made possible by having the program collect an immense amount of data, which it uses to learn how to correctly respond to the prompts. These AI generators have taken the world by storm, showing their potential as a tool that can be applied to a myriad of applications, simultaneously increasing productivity and quality.

As with any tool, the technology can be used for less positive things such as creating fake content to fool people and helping students cheat on tests. Now it appears the technology can even potentially be used for military purposes. Luckily for now, OpenAI still prohibits the use of its technologies for creating anything to harm other humans, but there was a notable change on OpenAI’s website on the uses policies page where they quietly removed the line stating “military and warfare” in its section of prohibited activities that create a “high risk of physical harm.”

The effects of this change will become clearer in the future, but it does show a weakening in OpenAI’s anti-military use policies. Even though this change still does not allow the use of OpenAI’s technology to harm people directly, it already does allow for the processing of procurement orders and the writing of code that could be used in devices that could harm people.

In recent times many military agencies have been exploring what AI can do for them, which might be connected to OpenAI’s policy decision. The publication Engadget did an interview with an OpenAI spokesperson who stated:

“Our policy does not allow our tools to be used to harm people, develop weapons, for communications surveillance, or to injure others or destroy property. There are, however, national security use cases that align with our mission. For example, we are already working with DARPA to spur the creation of new cybersecurity tools to secure open source software that critical infrastructure and industry depend on. It was not clear whether these beneficial use cases would have been allowed under ‘military’ in our previous policies. So the goal with our policy update is to provide clarity and the ability to have these discussions.”

This statement shows that OpenAI is willing to use its technology to bolster U.S. national security, but then one must closely understand what falls under that definition.
